Proof of Hardship: How to Get Your Documents

If you receive TANF, SSDI, SSI, APTD, or VA disability benefits and you live in New Hampshire, you may qualify for a reduced IDCMP fee. Under He-A 505.02(b)(1), a client is eligible for a reduced fee if they provide documentation that they are currently receiving one of those benefits, in their own name, and can verify New Hampshire residence. This page shows you exactly how to get the proof for your program.

Bring your proof before your intake appointment. Documentation turned in at the appointment may delay your intake, and the hardship reduction cannot be applied retroactively.

What you'll need

Two things, and one item from each list is enough.

Proof of benefits

  • One current letter or printout showing you receive TANF (FANF), SSDI, SSI, APTD, or VA disability benefits. Use the instructions below for your program.

Proof of New Hampshire residency

  • A lease, mortgage statement, utility bill, New Hampshire driver's license or state ID, vehicle registration, or a signed or notarized landlord letter — showing your current name and address.

How to get proof, program by program

Each benefit has its own source. Find yours below.

In New Hampshire this program is called FANF — Financial Assistance to Needy Families

TANF

FANF is cash assistance for New Hampshire families with dependent children, run through the DHHS Bureau of Family Assistance. Proof comes from your own case file rather than a public printable form.

What it proves: That you currently receive FANF benefits in your name.

Steps

  1. Log in to your NH EASY account at nheasy.nh.gov.
  2. Go to Account History to view and print your case summary, or check Document History for your most recent Notice of Decision.
  3. If you do not have an NH EASY account yet, or cannot find a current letter, call or visit your local DHHS District Office and ask your Family Services Specialist for a current benefit verification letter or Notice of Decision.

What the document looks like: DHHS sends a Notice of Decision on case approval, and your case summary can be printed from NH EASY. This is generated from your own case, so it looks different from client to client.

Social Security Disability Insurance

SSDI

SSDI is a federal disability benefit based on your work history, paid through the Social Security Administration. Your proof is a Benefit Verification Letter, downloadable in minutes.

What it proves: That you currently receive Social Security Disability Insurance and the monthly benefit amount.

Steps

  1. Go to ssa.gov and sign in to your personal my Social Security account, or create one.
  2. Select Replacement Documents, then Get a Benefit Verification Letter.
  3. View, save, or print the letter — it is ready instantly online.
  4. No internet access? Call 1-800-772-1213 and say "proof of income" — the Social Security Administration will mail a letter within 10 business days.

What the letter looks like: a one-page Social Security Administration letterhead document listing your name, the benefit type, and your monthly amount. It is often called a "budget letter" or "proof of award letter."

Supplemental Security Income

SSI

SSI is a needs-based federal benefit, also handled by the Social Security Administration. It uses the same Benefit Verification Letter as SSDI — one document, one process.

What it proves: That you currently receive Supplemental Security Income and the monthly benefit amount.

Steps

  1. Follow the same steps as SSDI above and sign in to your my Social Security account.
  2. Request the Benefit Verification Letter. It will show your SSI status and amount.

Aid to the Permanently and Totally Disabled (New Hampshire)

APTD

APTD is New Hampshire's own cash and medical assistance program for residents ages 18 to 64 with a permanent and total disability. It runs through the same DHHS Bureau of Family Assistance as FANF.

What it proves: That you currently receive APTD benefits through New Hampshire DHHS.

Steps

  1. Log in to your NH EASY account and check Account History or Document History for your current Notice of Decision.
  2. If needed, contact your DHHS District Office and ask for a current proof-of-benefit letter for your APTD case.

Department of Veterans Affairs disability compensation

VA Disability

This benefit is paid to veterans with a service-connected disability rating. Your proof is the VA's Benefit Summary and Service Verification Letter.

What it proves: Your current service-connected disability compensation, rating, and effective date.

Steps

  1. Go to VA.gov and sign in with Login.gov, ID.me, DS Logon, or My HealtheVet.
  2. Under Records, select Download Your Benefit Letters.
  3. Select Get Your VA Benefit Letters, confirm your mailing address, then choose View Letters.
  4. Choose the Benefit Summary and Service Verification Letter and download it as a PDF.
  5. No internet access? Call 1-800-827-1000 and say "letters" to have it mailed or faxed.

What the letter looks like: VA letterhead addressed to you, stating your service-connected disability rating, your monthly compensation, and the effective date.

These are sample letters, with personal details removed. Yours will show your own name and benefit amount. Use them to recognize the right document in your own records.

One more benefit the rule names

He-A 505.02(b)(1) also lists state supplemental program financial assistance. If you receive a state supplemental program payment, use the same Notice of Decision or benefit verification letter from your DHHS case that FANF and APTD clients use. If you are unsure which document you have, ask us and we will tell you whether it is the right one.

For eligible clients, He-A 505.02(b)(2) reduces the education class fee by 50%, and He-A 505.03(c) waives the $70 state per client fee.
